Refuah Health Center Awarded Federal Funding to Construct New Medical Home in South Fallsburg

South Fallsburg, NY (December 19, 2025) — Refuah Health Center, a federally qualified community health center (FQHC), has been awarded federal funding in connection with the construction of a new outpatient medical home in South Fallsburg, expanding access to comprehensive, high-quality health care for residents of Sullivan County and surrounding rural communities.

The funding, secured through the U.S. Department of Agriculture and included in the Agriculture appropriations bill, was made possible with the support of Congressman Josh Riley, Senator Kirsten Gillibrand, and Senate Minority Leader Charles E. Schumer.

The new facility will serve as a permanent medical home for the South Fallsburg community, providing integrated primary care, women’s health services, mental health care, urgent care, and an on-site pharmacy. The project is designed to address longstanding gaps in access to care in this rural region and support continuity of care close to home.

“In Upstate New York, our health care workers show up for their neighbors every single day — and this funding is about showing up for them,” said Congressman Josh Riley. “It means families in South Fallsburg will finally have the permanent clinic they’ve needed for years, with access to primary care, women’s health services, mental health care, and an on-site pharmacy, right here close to home. I’ll never stop fighting to make sure rural communities across Upstate New York get the care and resources they deserve.”

Congressmen Josh Riley (above) met with RefuahHealth and community leadership to discuss the challenges and opportunities of providing healthcare in rural areas—and to explore collaborative solutions to strengthen access to high-quality care for underserved communities.

“The construction of a new outpatient health care facility in Sullivan County is essential for ensuring equitable access to health care in this region of New York State, and I am proud to have helped secure federal funding through the U.S. Department of Agriculture for this important project,” said Senator Kirsten Gillibrand. “Refuah Health Center’s presence in the region as a federally qualified health center is significant for the families and residents of Sullivan County, who will directly benefit from the expanded access to high-quality primary care, women’s health and mental health services, urgent care, and other specialty services.”

Senate Minority Leader Charles E. Schumer played a key role in ensuring the project’s inclusion in the Agriculture bill, helping advance critical investments in rural health infrastructure across Upstate New York.

“This investment represents a meaningful step forward for health care access in rural Sullivan County,” said Chanie Sternberg, President/CEO of RefuahHealth. “We are deeply grateful to Congressman Riley, Senator Gillibrand, and Senator Schumer for their leadership and advocacy on behalf of our patients and communities. This new medical home will allow us to expand services, meet growing demand, and ensure families can access high-quality care close to home.”

Additional details, including construction timelines, will be shared as project planning progresses.
